Taxi Camera Requirements in Victoria
All passenger transport vehicles in Victoria are regulated by the CPVV, or Commercial Passenger Vehicles Victoria. It’s illegal to use a commercial passenger vehicle to provide unbooked services (those hailed or from a rank) in the Melbourne metropolitan and urban and large regional zones if it doesn’t have an approved security camera system that is fully functional.
Regulated standards apply to taxi service providers, booking service providers, affiliated providers, taxi licence holders, owners of taxis and drivers of those taxis. These standards include having appropriate insurance, ensuring drivers are qualified, fitting certain equipment, and maintaining the vehicle to a high standard.
The purpose of a taxi’s security camera system is to record incidents in taxis for investigative purposes only - footage of everyday passenger trips are not viewed or retained by any person.

The CCC Mark 1 transport security camera has the capability to record both images and audio. Audio is disabled at installation for vehicles in states where audio is prohibited. Recording automatically commences when the vehicle is turned on and automatically ceases 30 minutes after the vehicle is turned off.
